Try toy store(s), kids shampoo bottles, convienience stores(for little cheapie figures), fast food places(ie:happy meal or equivalent)....
Just keep your eyes open wherever you go, eventually you'll find something that works. (I find lots of "pilots" by following my 2 year old around when shopping)
