In years past did Jerry get written approval each year? If so this year should be no different, the same GADO should sign off.
If written approval has never been requested nor granted it would surprise me if written approval will ever be granted.
I think Jerry should look into closing the airport for some sort of maintenance for the week! Just request the Notam for the maintenance closure thereby letting the FAA off the hook so to speak! Send someone out to fix something minor each day per work schedule of course far down at the end of the runway out of our way
