This is not the Randolph Chips published in MAN in March, 1990. That was a .15 powered plane with taildragger gear and a canopy. I have thumbed through 4 catalogs and can't identify it.

OK, one more catalog- Flying Models. I found two planes that resemble this- Pepper by Dick Sarpolus (9-1983) and Nacho by Randolph (3-1985).
