Just to be fair, the runway actually crosses over the Interstate on it's own bridge there. That is where the plane is stuck, heading onto that. The plane is not actually "stuck out over the interstate," were you to drive under it you would look up and see a rather wide bridge. It's a great place to watch planes take off and land, mostly AWACS doing touch and go, but every now and then some big ones come in.
