www.osengines.com and look for a manual on their .21 engine. My guess is that it is 2 1/2 turns out from closed on the high speed needle, which is the one sticking straight up off of the carb. The low speed needle should be flush with it's outer housing. It is located on the other end of the carb. It is in the center of the carb linkage connection. These settings are break-in settings, but will be safe to get the engine started with. If you are having flooding problems, turn the high speed needle clockwise to close off the available fuel flow.
One thing that has really helped me, since I am also a newbie, is to think of the high speed and low speed needles as the valves on a garden hose. The high speed needle turns the flow on to the garden hose. The low speed needle adjusts the amount of water coming out of the garden hose.
