Wing loading of 14-ish is great...

Thust/weight of 0.7-ish will certainly fly the plane, but it will not hover or do advanced aerobatics.

The tail surface size question is difficult to answer without knowing the tail moment (distance from CG to tail). You can search RCU and find a few rules of thumb to help you more.
