Why do you need a camera and pan and tilt mechanism that weighs so much? At 5 lb you're getting into a very large plane and engine requirement. You're talking something probably weighing over 20 lb total when finished. You could glue 2 quarter scale servos so that the arm of one is glued to the side of another. I forget the configuration but that works really well.
