The tilt mode must be carried by the pan mode.
Otherwise the images alter orientation as the camera pans.. the horizontal goes to the vertical. Getting a flat horizon requires extra effort in the Paint program.
With the tilt inside the pan, the image doesn't alter its orientation relative to the horizon.
