Control line over water, what's the story on that one?
Actually, it has been done. Generally, you stand at water's edge and launch, if flying over a lake or river.

There was a group in the midwest in the late 1950's who flew Schneider racers. They were .09 to .15 powered and I believe they flew over shallow pools that they would fill for those races. One plane was a Supermarine S6-B that was published in, I think, MAN in 1958 or 1959.
