I found the manual on the Horizon web site and it says it is
.455 c.i. and in the parts section, it list the front and rear
Ball Bearings. I was wrong about the needle valves. The low speed is the only one on the throttle arm side of the carb. It has a disk on it that restricts the adjustment range.
In the manual, they show the high speed as being remote on the rear in the usual location and it appears to have a disk on it. I didn't notice this when looking at the engine.
