clean the base of the carb and where it seats in the block real good with nitro cleaner... get your self some red high temp RTV silicone, put a thin layer on the base of the carb around the O ring. Insert back in the block and tighten the keeper nut pictured here

if it still comes loose you can switch the keeper stud around like so
