The other two organization I have heard about are NORRCA and IFMAR. NORRCA is (or was - I don't know their status) a competing standards organization here in the US - IFMAR is more a European thing I think (The Italy world championships were IFMAR standards). I don't really know a lot about either organization but there's always Google.

Our local track is self governing and that's fine with everyone who races there. We get quite a bunch some weekends (sometimes >120 entries) but everyone has managed to not get in a huff and take their toys and go home. Maybe once a month someone will complain that someone else has 'cheated' (sometimes founded - "I don't know how that 12 turn armature got into my 27 turn housing, really!" - and sometimes not) but it's usually not a big fight to get it straightened out. It's usually pretty obvious if someone has a stunning advantage and that might warrant checking out but as long as no one has a big edge it's usually fine.
