Why don't you just use a browser that has good security and has it selectable to turn off pop-ups. Running software that tries to plug security holes is a poor fix.
Mozilla (developmental Netscape) has this feature. I've never used it under Windows but it works great under Linux.

Just want a fast, secure browser and don't need the email and newsgroups reader? Download Phoenix which is just the browser code from Mozilla.

Note that these are developmental releases but they are generally considered more stable than any version of IE.
