What if you combined Carbuncle's idea with the parachutist that used the Red bull wing to glide over the english channel after being dropped out of a balloon. He could use a pylon with the turbines up near his shoulders, & steer using elevons controlled by his transmitter. You would probably still need to ROG but just use a skateboard as a dolly.
