Put the stepped part against the ball bearing.

After breaking my frame I recently did a full rebuild of my Blade and I put the head shims in. I ended up using the entire package - 3 shims on each side. It definately makes the head a bit stiffer. The shims totally eliminated any latteral play in the blade grips. Like L0stS0ul said, totally worth the $2.
