Gunny, Ok here we go...

Vertical Stab Lights on NAVY ONLY: The light on top of the Vertical Stab Light is white/red, measureing 6" high (total). Both colors because there are 2 seperate lights are stacked on top of each other, 3" high each, 4" in diameter. These "strobe" lights have a .5/2.2 sec, on/off respectively. Im not sure why the pilot needs both colors.

The only funky thing, after talking too the electrician about this, is that ONLY Navy/Marine Birds have these lights (lucky we have one in the hangar to get the meaurements). Air Force USE to have them on the tail, reflecting beacon type, but they have been replaced with one on the Fusalage, which measures 14-18 feet from the leading edge of the wing, depending on the model of c130. This light is also a strobe with the same function as the tail, just in a different location. There is now a coverplate over the hole where the light went on the stab. This change was made about 14 years ago, as per a TCTO (Time Compliance Technical Order).

Flaps: When the flaps are fully extended, there is a 6" Skin that overlaps to cause no gapping between the joint of the two. Both the inboard and outboard flap have this. The inboard lines up on the bottom, the outboard on top. I dont find this scale application difficult to duplicate, but it may be hard to modify if you are to far in the build. I will try to bet a picture soon, or submit a drawing of this. The I/B flap extends 8" farther than the O/B, not much of a difference considering the scale you are using. One more thing to consider on the flaps.... They DO have an airfoil, they are not just blocks. Completley flat on the bottom. I didn have one readily available to measure, but I will when I get pictures/drawings.
