This is definitely the place to ask questions, even if it's not an RC question it is a RCU question so we'll do our best to get it answered for you. Refer to the attached diagrams for reference.

Step 1. Prepare your avatar picture. Be advised that it has to meet certain guidelines. The file's dimensions cannot be larger than 85x85 pixels and the file size cannot be larger than 7 KB.

Step 2. When you are logged in to RCU at the top of any page you will have a bar of icons (see diagram #1). Choose the icon all the way to the right labeled "Settings"

Step 3. (see diagram #2) In the first section of the settings page you will see the section "My avatar" and click on the "Upload my picture (will replace the existing one).

Step 4. (see diagram #3) Click on the browse button, use the navigation box that comes up to select the image file you want to use as your avatar (remember the size restraints), click open, and then click ok. This will upload your image file to the RCU servers and you should then see it as your avatar.
