Randy you are refering to an extreme situation with gliders with lots of spoiler deflection. The effect of out board ailerons slightly up is the same as washout. I'm only talking 2-4 degrees. Giving the same effect as "twisting" the wing. We actually did this with the JHH hawk jet arf, it was discussed a lot in the jet forum, to provide washout and stop its nasty tip stall habbit. Do a search in the Jet forum, and you will see that I didn't just dig this out of my *****.
Speaking of washout, add a lot of spoiler to a 3D plane and it will fly a lot more slowly in the "harrier" manuever than it ever would without them and guess what, no tip stall.
