The beeps you hear when you power up the ESC are all part of a startup sequence for the ESC, including auto setting end point adjustments. The Jeti ESC does not allow you to set end point adjustments for the throttle; you can only set the type of throttle used, such as linear or logarithmic. For this reason, you cannot "govern" your top end the way you want...you would need to go with a different ESC that has that feature.
