How to throw for a hand launch depends on your plane and how much wind. The hand launch needs to be hard enough to get the plane up to flying speed. Some extra speed is OK but too much can cause problems too. Normal cruise speed is the target to hit. That is the speed the plane is built and trimmed out to fly at. A slow flying plane should be thrown slowly. A heavy plane with a high stall speed must be thrown faster. Wind reduces the speed required from the trow by the amount of the wind speed. If the wind is blowing as fast as the cruise speed of the plane, no throw at all is needed, just let go. So you can see there is no one correct throw.
