The tires are glued onto the rims (and new ones should be too, otherwise the tires will slip and/or fall off the rims while driving). If you wish to ATTEMPT to get the old tires off the rims the best method is to place the tires/rims in a pot of boiling water (yes your gonna cook them) for sometimes as long as 30 mins depending on the glue used. This helps to disolve the glue and dry out the tires, making it possible to remove them. even with this, don't expect them to come off easily, and if the rims are chromed/painted, expect the coating to be removed in some places.
