Default Duralite battery problem

I have 2 4000mah batteries. One I charged today with the duralite charger and the other would not turn on the charger light when plugged in. Here are the voltages I got when I checked the batteries with the Duralite battery voltmeter after charging/attempting to charge:

1st battery: 7.95 volts (no load) 7.14 volts (1 amp load) Was sitting on the shelf.

2nd battery: 7.92 volts (no load) 6.62 volts (1 amp load) In an aircraft.

Per the instructions a fully charged battery should read > 8.2 volts and should read > 7.5 volts with a 1 amp load.

I am falling way short of this considering it is charged per the Duralite charger. Any one else have bad results from using the Duralite charger?
