Impossible, I would say.
Hmmm..ok...well given that the .15 I mentioned above has 2.7HP then the .91 should develop 16.38HP but if you cut the revs down to 28K with that hypothetical flat torque curve then it'll only be about 11.5HP. These things aren't scaleable in the real world though.
