Default UCD & OS 91FS Question

I have an OS91fs on my UCD and it just does not seem to have any top end power. The other 91's I have seen run seem to pull alot better than mine.

I have run about a gallon of gas thru it and have the needles set close to the manuals recommendations (idle setting at stock, main needle at 3 1/4 turns out). Running Wildcat 15% with 18%oil and a Zinger 15x6 prop. This thing blows out some serious smoke, is that normal? Anybody have any recommendations or settings they use? I am in Northern VA so I am not way above sea level.

I do not think anything is wrong with it, starts up easy, idles fine, just think it needs adjusted correctly and I do not want to go to lean. Any help would be appreciated.
