All the moderators are volunteers. Each forum has at least one moderator assigned to it and there are community moderators that fill in the gaps in all forums. If a person wants to become a moderator, they may contact RCU managment and submit thier request. As for a moderator being removed from his or her position, yes we can if it is felt that there is a problem. As for getting a post restored after it has been removed or locked, they can be restored if a request is made to RCU managment and it is felt that a mistake has been made and that the thread in question is within the established posting rules of RCU.
