Default Rims and Tires Balancing CT4/CT4R/CT4S/CT5 other 1/10th

looking for a Good rim/tire combinations for this size car... something that is well made and preferably has some reasonable thought put into it as to tread/quality/traction and hopefully some thoughts into balancing too. same for rims... not going to be racing but want GR8 handleing and control.

also wondering - is there any wheel extensions available for the axles, to move the tire out away from the body by 1/3 to 1/2 inch? see pic for explanation as to why. it will also need to be moved out at the rear to clear exhaust, and if there are axle entensions available, i'll need a realistic looking rim to go with these tires.... add a Chrysler 300E cut for a Nascar look and hit the track.. raise a few eyebrows. heh.
what do you peeps use for weighting and keeping the weights in place on the tire to balance it, Just CA?
Assuming one has a really good wheel/prop balancer, whats your proven method of balancing tires.
any help would be appreciated.
Thanx
Tim.
