If you want to get a cheap plane and have some fun, get one of the Air Hogs planes. They are fun and durable enough for some crashes, but not all. I would recommend flying them in 0-5 mph wind because it can get really boring when you throw the plane and it just goes in every time.

If you want to get your brother started in R/C planes, get him an Aerobird Challenger. I believe it's like 110$ on Horizon, but it's worth it. That offers you even more fun and is less prone to get beat up by the wind and are durable and tough enough to withstand some beating. You can buy an extra battery and go to a local park and just fly around. They do require a little bit more space,but it's a blast to see that you're actually flying something!
