Of course it will fly. 20 - 23 lbs is about what these things come out at with a heavy engine. I am only quessing but I bet Bob's with the flat - 4 in it will be more than that. I saw only one of these fly and it had the old OS 240 in it, I have wanted one ever since. That was almost 20 years ago and I can't really remember but I know it was in the 20+ lb. range. I have heard of them coming in at 19 - 20 lbs. but this is with Monocote and a light gasser. I would sell my kit and not bother to build it if I had to install anything other than a 2 or 4 cly. 4 - stroke.
