Anyway, I had found four free plans for tugs.
The first is a good plan with details and hull sections. It is also hard double chine which means you can make it cheaply from cardboard or plastic sheet. I've watched the original in Bilbao, Spain and it is one of my favourite subjects for a small/medium tug.
