It depends on the distance from the hinge line to where you are measuring. Most manufacturers provide throws in inches because they know how far from the hinge line to the end of the surface. Unless you know how far out to measure then the number is just a number, whereas in degrees, 10 degrees is 10 degrees no matter how far from the center line.
