Yes, 1/3 of 9 is 3 or in other words, 33 1/3%( 1 divided by 3 = .33333) However, the 15/15 mix is a volume percentage. 15% + 15% = 30%. 30% of 9 oz is 2.7 oz. I hope that clarifies the math.
