No cutting. You fly through the streamer, and rip it off, then make a low pass to convince the judge of what you did [>:]. To that end, some double sided adhesive tape is provided on the wing leading edge, so the streamer sticks. (or tailplane, or fin)

geez preivers , couldn't you have yanked on his streamer a little ( pulled his leg ) and said something about a knife edge pass.
