Default strange ryobi behavior

Good evening .
Tonight i ran converted ryobi on a test stand.It spun 18-6 at mere 7900 rpm. But once i pick test stand nose up like 45 degrees engine start on running rough and slows down then die. Though at first it was too lean..So i started it and tuned this boy up.Raised the test stand to about 45 degrees up and it started bog down.I richened up needles as it started slowing down-no effect.
Next time i tried to lean them-still no effect.
The carburetor is inside of the engine mount (mount by wackerengines)so it covered from direct air flow.Anyone got any ideas?

Also another problem.My needles are vibrating out.I suspect it's unbalanced flywheel.What do you guys use to balance your flywheels?
