Ys 63 high speed needle

Hoping some one can help me.
I recently had to take the cowl off my YS 63 powered Stream for repairs. I now have the cowl back on however having carefully noted the number of turns that the needle valve was out from fully in I have promptly lost the bit of paper.
This is my first four stroke so I am assuming I set the high speed needle by getting the engine running ( i believe 2 turns out is a good starting point). Then adjusting the engine with either by ear or by using a tach until I get max rpm then backing it off half a turn.
Is this correct or am I barking up the wrong tree?
