Other Method to keep out Scammers without having to charge $5 a year.
Hi, Like other users of rcuniverse.com that will be affected from the proposed $5 fee to keep out scammers and deter fraudulent listings I have an idea that might work. Instead of charging a fee just require them to post a bank account preferably and have them transfer or pay 1.00 to rcuniverse and then rcuniverse will make 2-3 different deposits to the bank account and the user has to input the exact $ ammount of each of the 3 deposits to have their account validated. This is just exactly what paypal does, except paypal gives u the cents free, this way you do not charge anything and can verify the ID. I would recommend doing it by bank account as I have been scammed with users having fraudent accounts. Also that paypal does not require proper ID nor nothing just a bank account and a credit card, and with the ammount of Identity theft going on this days it can be fairly said that a scammer could have a fraudulent paypal account while doing it via a bank account is much more secure and personal.
