Default Questions about simulators for a newbie

I'm new to the PC gaming world. I just got a brand new Pentium 4 PC at 2.0 ghz with 512 K cache, 256 mb of ram, an integrated 4X AGP Prosavage8 card up to 32 mb, on windows XP home edition. I want to set this thing up for the best possible gaming experience.
I downloaded FMS just to screw around with. When I first installed it, the frame rate at 1024 X 768 resolution rarely exceded 10. I upgraded to DirectX 9.0 and it became a little better, with the average at about 15 and peaks of 25. Even when I do desperate stuff like turn off textures, smooth textures, and fog, the frame rate does not change. Is this how fast it should be running with my setup, or am I doing something wrong? Is my graphics card holding me back?
I'd like to install Aerofly Pro. I know that the graphics of this game aren't the best, but I don't mind so long as I get some decent realism. I want to set my machine up to run other games with good graphics. The expansion pack, which I'll probably get after Aerofly Pro, has minimums that I meet at my current set up (do I need to exceed them for good performance?)
