Since none of the gas engine manufacturers have a dynamometer (Zenoah might be an exception), HP figures are just poor guesses for marketing. As RCign pointed out, the only thing that counts is Prop size and brand and measured rpm. The engine that turns the same prop fastest, has the most power....that simple.
