Thats what it sounds like, your stick isnt getting the plug warm. As long as the engine isnt hot it should start unless the box is so slow its turning the engine like, pop...pop...pop..pop instead of popopopop.

Check some of the simple stuff first, like the charge on the glow ignitor, and the batteries on the bump start. Sometimes the engine sounds like its turning over fast enough, but it still won't start. New batteries in the starter box and bam, there she goes.
