Recty,

The reason they make the charger to function from 11-15V input is so that you can charge your Lipos at the field from your car battery if you want to. Personally I use a old computer power supply as a power source, but you can basically buy any power supply with an output between 11 and 15V but make sure the current supply is enough for the rate you want to charge at. For instance if you want to charge your Lipo at 1000mA make sure the power supply can supply about 1500mA. So charging a 1000mAH lipo at 1C means you charge at a rate of 1000mA and therefore need a power supply that can supply 1500mA to be sure it can handle the current draw.

My computer supply can provide 3000mA at 12V and it works a long time for me now. Just search on the net on the howto to convert the computer supply to a normal power supply. Just attaching your load to it won't make it work because you need a minimum load on the 5V line.
