As long as the waves are not 'breaking', I think you might have a chance of sailing a 1M boat. Maybe not very well, and I know I don't think I would want to be riding the boat. Imagine the size of the waves in 'scale' with your boat. That would mean waves the height of the mast (+/-), and that is a bit large! Would it work? I don't know, but it wouldn't be 'comfotable'...
