Have a look at the chief international tailwheel. It has a light carbon fibre plate, and a rod runs along the bottom of the rudder. Just put a ball link or eye into the bottom of the rudder, and run the rod from the tailwheel assembly through it.
I've never been able to set springs right on a plane, and this system works well.
