If possible add it as far out on the wing tip as you can. This way it will take less weight to achieve the balance. This in one reason to do a preliminary balance when building a kit BEFORE covering. Fully assemble the plane (remember the muffler) except for the covering and balance so you will have full access for adding weight. Usually you will not have to add additional weight after covering, at least not laterally unless you go wild with decals.
