3500 RPM per volt motor ?

I have noticed on a well known auction site

an outrunner motor listed as being 8 - 20 amp and 3500 RPM per volt and suitable for use with a 3S LiPo

Does this really mean that this motor will spin over 38000 rpm with a 3S LiPo ?
