Todd,
Start from the rudder forward. Mount the horn on the rudder and then connect the cables and run them forward. Position the servo/belcrank assembly for the best angle through the rear of the fuse. Then use short lengths of nylon tube to guide the wires. "x"ing them helps but the crossing will still have to be too far to the rear for a perfect fit.
