It would be a big help if you could tell us exactly which engine you are talking about. Some like the Evolutuion engines are "supposed" to be factory run in and set. For most of the ones I have seen, the low speed needle valve is actually closed off complety and needs to be seriously adjusted to get the engine to run! You never mentioned if the engine is mounted on a plane?!? If you have never run an engine before I would suggest getting help from an experienced pilot. The throttle linkage should be checked first by someone with experience. IF you don't have the throttle linkage adjusted properly you won't be able to shut the engine down in a hurry if you need to and trying to stop the prop with your fingers will have seriously painful results!
