Its plan #358. There isn't a date on the plan anywhere. On RCM's site, it lists the plans as:

PLAN pl-358 cat. 2,

WACO "E"
Our Price $10.00

by Walt Mitchell,

54" span, 680 sq. in., .60, 4 ch., built-up balsa and plywood, one sheet 40" x 60",
