Interesting Question, So the only way to gain resolution on low rates would be to shorten the geometry/shorter arms? IE. 140%= 15 degrees movement.
I think I just answered my own question.

Only other way I can think of would be a 2 speed servo, which would just add weight and something else to go wrong.
