You're more likely to get a poor joint if you try to CA something over an epoxy surface. Many epoxy formulations contain a wax component that migrates to the surface as the resin cures. I believe laminating epoxy may be the major exception. Just to be safe, before I try to glue anything over cured epoxy, I will sand the surface where I want to make a bond, to remove the wax.

Laying epoxy over a CA surface has never been a problem for me--just make sure the CA is cured first.
