There should be a little screw on the carb back it out a bit it should let the carb close further. Then if you get it to close all the way use the trim tab on transmitter to raise the idle when you want to shut it off just use the trim tab to close it. You wont be able to dial it in on land it has to be put under load. Set it rich and give her a forward toss and see what happens.
