Default How to avoid flooding an engine

I have 2 engines - a .12 in a boat, and a .18 in my car.

They both have tigredrives, however my 900rpm cordless drill won't start them. I want to use another drill with a higher speed, but without torque settings.

How can I avoid flooding the engine?
